LONDONLONDON BOROUGH OF HACKNEY PROPERTY LICENSING PROPOSAL- CONSULTATION ENDS 21st SEPTEMBER 2025

What we are proposing

We are consulting on the introduction of:

· A borough-wide Additional Licensing Scheme for Houses in Multiple Occupation (HMOs). This would apply to all HMOs that fall outside the existing national mandatory licensing scheme. It includes any property shared by three or more people forming two or more households, regardless of the number of storeys.

· A Selective Licensing Scheme covering privately rented properties (excluding HMOs) in 17 out of Hackney’s 21 wards. These areas have been selected based on evidence of significant issues with housing conditions and housing-related deprivation.

Under both schemes, landlords would be required to apply for a licence and comply with a clear set of conditions. These include requirements to:

· Maintain the property in a safe condition

· Carry out timely repairs

· Manage waste storage appropriately

· Address anti-social behaviour linked to tenants

· Provide written tenancy agreements and relevant safety documentation
