We wish to inform you of an important change affecting private rented properties in Hillingdon. Following extensive public consultation and Cabinet approval on 19 February 2026, Hillingdon Council is implementing a borough-wide Additional Licensing scheme for Houses in Multiple Occupation (HMOs) occupied by three to four tenants from two or more households.

Compliance & Penalties
Landlords who fail to secure a licence and meet all conditions by 23 August 2026 will be subject to enforcement action, which may include prosecution, financial penalties and Rent Repayment Orders.
