Introduction of Borough-wide Additional Licensing Scheme for HMOs in LB Hillingdon

We wish to inform you of an important change affecting private rented properties in Hillingdon. Following extensive public consultation and Cabinet approval on 19 February 2026, Hillingdon Council is implementing a borough-wide Additional Licensing scheme for Houses in Multiple Occupation (HMOs) occupied by three to four tenants from two or more households.

Key Dates

  • Licence Applications Open: Wednesday, 20 May 2026
  • Compliance Deadline: Sunday, 23 August 2026
  • Official Scheme Start/Enforcement Commencement: 24 August 2026

Fees & Discounts

The licence is (usually) granted for a five-year period and reflects full cost recovery:

  • Standard Fee: £1,401 per property
    • Paid in two instalments:
      • Part A: £934
      • Part B: £467
  • Accredited Landlords / Managing Agents: Eligible for a 10% discount on the total fee

Compliance & Penalties

Landlords who fail to secure a licence and meet all conditions by 23 August 2026 will be subject to enforcement action, which may include prosecution, financial penalties and Rent Repayment Orders.

To prepare for the new scheme, we advise the following:

  1. Review licence conditions: Ensure your property meets the safety, standards, and management controls
  2. Plan your application: Applications are now live and you can apply via the Council’s application portal at https://pre.hillingdon.gov.uk/xfp/form/277
  3. Gather required documentation, such as floorplans, gas safety certificates, electrical test reports, etc.
  4. Consider accreditation: If you're not already accredited, you may wish to apply, as this provides a 10% discount and recognition of good management practice.
