HMOs are not just properties with a certain number of floors; it is how the number of households is interpreted. Even a 2 bed flat with two single ladies, one with a baby is an HMO. You must first learn to identify the possible HMOs, before you can understand which properties need to be managed as HMOs and what you then have to do about it. Fire safety legislation also covers most buildings where there are separate units of accommodation, even if they are self-contained unit as in a block of flats.
